The 2017 China Pan Entertainment Innovation Summit hosted by Een was held as scheduled at the JW Marriott Hotel in Beijing on November 29. At this summit, famous police screenwriter Li Gang gave a keynote speech on "Creation of Film and Television Dramas with Realism and Legal Themes". In his speech, Li Gang believed that public security film and television dramas have strong visibility, educational functions and mainstream value, but they also face problems such as unprofessionalism and difficulty in creation. How to move from the "plateau" to the "peak" of legal creation with a wide audience is a difficult problem that needs to be solved. At present, the top advantage has not been truly formed. There are several reasons: First, the understanding of policy and policy guidance is not accurate enough; Second, continuous innovation, such cases or such materials have a very obvious contemporary nature; third, it is severe vertical, focusing only on the areas where we are good at.

Li Gang: I am very honored to be invited by Yi En to participate in this forum activity today. In fact, when I talk about Pan Entertainment, I asked Director Liu of Yi En, how Pan Entertainment let me give a speech. He said you are the largest Internet celebrity in China. At that time, I was a little puzzled, why am I the largest Internet celebrity in China? He said you are a policeman, and your name is Li Gang, and you are the first of the four famous fathers in China.

But one thing he said moved me. He said that you hold the largest IP resource in China. What is this IP? This IP is the criminal and public security cases that each of us will come into contact with and feel. According to statistics, there are about millions of criminal cases occurring in China every year. If you add tens of thousands of public security cases, each case is a play. So today I came here to communicate with you. I graduated from Beijing Normal University. After graduation, I didn't become a teacher. As a result, I became a police officer. I worked as a criminal police officer abroad for twelve years. Later, I managed the script review of public security film and television dramas for five years in the Political Department of the Beijing City Public Security Bureau, assisting in the filming and co-filming, as well as film review. The topic I want to share with you today is "Facing the Wall for Ten Years and Breaking Through the Wall". What is the hottest topic in the circle of friends these two days? "Tricolor Kindergarten". During this process, people repeatedly mentioned two South Korean films,"Melting Pot" and "Suwon". These two films are actually Korean film and television works adapted based on real cases. They not only have good viewing in the country, but also aroused huge social repercussions and even promoted the process of social legal system. For China, where should we go in the creation of film and television dramas, especially those with public security themes, today I invite you to interact with me.

When it comes to public security film and television dramas, we all know that they are highly visible, have a wide audience, and have educational functions and mainstream value. However, they also face lack of professionalism and difficulty in creation, because as long as cases are talked about, laws are involved. When it comes to the law, the issues of this crime and that crime and non-crime are involved. Let's take the "three colors" as an example. Everyone may only pay attention to the case itself or the incident itself, without looking at the criminal charges it really involves. Let's talk about the first criminal charge first. If it is indecent assault on women and children, do you know what this charge is in criminal law? Do you know where it starts? The starting penalty for molesting a child is five to fifteen years in prison. Second, the crime of raping a child or raping a young girl is life imprisonment or death penalty. If we follow the facts of the crime we have seen from our circle of friends, all people should be sentenced to death and executed immediately, it is the starting point in criminal law. It is exactly the same as intentional homicide. In fact, there is a legal relationship behind every incident.

From the perspective of major policies, market space has always existed. Many broadcast organizations and many production organizations are very concerned about legal themes. Especially in terms of policy orientation, the state has always encouraged the creation of realistic themes. In the past two years, we can see that there is a craze in this kind of subject matter, whether from TV stations or online broadcast platforms, and problems have emerged simultaneously. The first is that censorship is becoming more and more stringent, and the 404 phenomenon is becoming more and more common. Second, the threshold has been raised. We all know now that online dramas and TV dramas have unified standards, and online dramas have unified standards. Third, the process is becoming more and more complex, from the previous review by the competent department and the industry to the current review by the publicity department, from the previous review after broadcast to the current review in advance. Especially in the era of online application, this is the situation when domestic TV dramas were allowed to be distributed nationwide from 2011 to 2016. In 2012, there was a peak of 43, but the number has gradually decreased in the past two years. However, the country's situation with realistic themes is increasing year by year, so the market space is huge. The number and broadcast volume of online dramas in 2016 was a well-deserved viewing hot spot and an obvious drama series. Among the more than 1 billion online dramas broadcast, the detective and reasoning category produced the highest.

So, how does legal theme creation move from "plateau" to "peak"? Plateau and peak are issues raised by the majority of departments and are also problems we need to solve. The number of online dramas has increased year by year in the past two years, but why have they not been broadcast on the stars, or really formed a top advantage, I think there are several reasons: First, our understanding of policies and policy guidance is not accurate enough. If we cannot be indomitable, there will be no overwhelming impact. These are some new policy orientations for literary and artistic creation, film and television creation in recent years. Let me talk about my understanding of this kind of subject matter from the perspective of a police screenwriter. In terms of police stories in China and the setting of genre films in China, we see that there is no soil for Marvel heroes. Superhero stories are difficult to be born or promoted in China, but we believe that they have a world for the birth of real heroes. In fact, we don't lack first-class stories at all, but we lack first-class expressions. The word "hero" may constitute the theme to be followed in the creation of legal body film and television dramas. Nowadays, whether it is public security, national security or anti-corruption, they may all have a unique heroic temperament. This is a release from the entire large industry. There are five major types of legal film and television dramas as a whole. Public security themes are what we call when police are not involved, or when police are less involved. The second is criminal investigation theme, the third is military theme, the fourth is anti-corruption theme, and the fifth is legal theme. In the process of operation, we are actually following a two-wheel drive path. The first is called realistic heroism, and the second is called warm realism. Our operation method is to package and design the entire public security theme as a whole, highlighting mainstream values and concepts., focusing on the creation of realistic themes. Since it is our criminal cases or social events that are universal topics, we must insist on changing from reality of life to artistic reality, that is, we must insist on originality. The second is continuous innovation. This kind of case or this kind of material has a very obvious contemporary nature and changes every year. The third is severe vertical. We only focus on the areas we are good at.

Well, the biggest problem with this kind of theme is whether it can pass the trial. We say it has to pass three tests. The first level is the script level. The review of public security film and television dramas and legal film and television dramas is carried out simultaneously by the competent department and the industry review. Moreover, the review requires that the entire script be reviewed. Not only is it for filing, but also requires the lines and scripts to be reviewed. This gives This kind of theme has caused great problems. The drama that has been hard-worked, but failed to be reviewed, causing a large loss of time and economic costs. So what is the problem? First, the image creation of the police is seriously divorced from reality. In my previous work, I found that most police stories written in China are different. A quarter of the stories come from Hollywood, a quarter come from Japan and South Korea, a quarter come from Hong Kong and Taiwan, and a quarter are my own original creations, resulting in the image of the police being seriously divorced from reality. Second, excessive bloody violence causes people to feel extremely uncomfortable visually and visually, and this will lead to more and more excessive. If you write about killing three people, I will write about killing five people. If you write about chopping them into pieces, I will write about frying them into meat sauce. If you write about stewing them and eating them, I will write about roasting them and eating them. It becomes more and more biased. Third, excessive display of detection methods and criminal methods is actually equivalent to vividly displaying police cases and criminal suspects committing crimes, and making public all public measures that should be exposed and secret methods that should not be exposed, resulting in a one-vote veto at the time of review. Fourth, errors in the application of laws and regulations. We found that most of the themes of public security dramas are of three types. The first is drug trafficking, the second is human trafficking, and the third is kidnapping or hostage taking. In this regard, most people are not clear about the laws of illegal detention, kidnapping and legal hijacking. Application, especially when we describe and lay down the case, the entire laws and regulations were incorrectly applied, causing you to write a TV series or movie, or a wrongful and wrongful case.

Let me talk about the few works we are currently creating, and I hope we can provide some inspiration and hints to everyone. We believe that this era is an era of work creation. Whether it is a company or a team, we all need our own representative works. However, for film and television creation, in the early stage, the script was the foundation of a play, and it was also a script. It was just a semi-finished product when it entered the film and television shooting. Therefore, for all plays, we must have product thinking. That is, your plays are not set up for a certain company or a certain director, but can be created by him and can effectively connect with the entire film and television industry. Third, quality awareness. In this era of pursuing short, simple and fast, few people can devote themselves to creating in-depth creations on a certain field or a certain theme. All stories need to originate from life and need to be higher than life. If no one does the interview experience, no one does the in-depth analysis behind the case, it is very likely that the drama produced will be nondescript and painted like a tiger.

During the entire creative process, we summarized the creation of public security film and television in three sentences. First, we cared about the fate of the police. Audiences of film and television dramas watch the ultimate character and the story of this character. If the character cannot stand and no matter how exciting your story is, I think the audience will feel withdrawn. What we write is the story of a policeman. Whether he is a criminal police officer, a special police officer, a fire officer, or a patrol officer, everyone should pay attention to the fate of this policeman. The basis of the audience's empathy is that he is attracted by the vicissitudes of the policeman's destiny and the joys and sorrows. Second, depict the spirit of the police. Behind each police spirit corresponds to a team, a inherited state and its own accumulation. Describing the police spirit is the real focus of this kind of theme. Third, shape the image of the police. The devil is one foot taller, and the road is ten feet taller. I have seen many people write police stories that portray the police as bad guys. Only by portraying the police as positive can there be strong dramatic conflicts.

Finally, let's talk about how to express first-class stories in a first-class manner. China does not lack first-class stories, but it lacks first-class expressions. How to turn a good story into a good script and finally carry out complete development. In the early stages, starting from script development, what we want to do is to truly carry out market-oriented ecological operations with high-quality police stories. Single script development can no longer meet the needs of the current film and television drama market. Take "Police Flowers and Police Dogs" as an example. The second season has been completed recently, the third season is under preparation for filming, and the entire IP series has entered the fourth season. At the same time, our novels of the same name, animated series and TV series, movies of the same name, and spin-off films are all undergoing in-depth development, and we have made a complete derivative development plan based on police dogs. We have now comprehensively developed the top ten types of public security police, and at the same time organically connect each independent IP to create a high-quality matrix of real heroes in China. To put it figuratively, the special police image appearing in the middle of "Police Flower and Police Dog" is the male lead and the female lead in the special police department, which ultimately leads to the entire police story we will come out in the future forming a closed loop of real heroes. The innermost circle is the top ten police types, each of which will be developed by film and television dramas. These characters are like Marvel heroes. We have built a matrix of real heroes.

This is a play we have developed and are developing based on China's realistic themes and police stories."Detective Nan Luo" is an idol drama for the police version of China. We vividly call it "F4" wearing police uniforms, and "Chief Female Forensic Medicine" is a theme that focuses on police female forensic doctors. "I'm the Detective" is to let everyone see the style of police officers born in the 1995 era. "Return to the Crime Scene" is an effective adaptation of the top ten suspense cases that have been solved and unsolved in China. The first one is "Silver Mystery Case". We have adapted the Silver Series Murder Case into a movie script and is the only one who passed the review of the State Administration of Radio, Film and Television and obtained a shooting license. "One Man at Pass" and "On the Road to Justice" are both TV dramas that reflect the growth of public security. There are also TV dramas such as "Crisis Negotiation".
