Shanghai's second-instance anti-drug regulations ban drug-related people from entering the film and television industry for three years
Film and television dramas, cultural performances and advertisements produced by people who have been investigated and punished by public security organs for drug abuse for less than three years or who have not yet given up drug addiction will be banned from entering the cultural market.
On the 18th, the 24th meeting of the Standing Committee of the 14th Shanghai City Municipal People's Congress held a second trial of the "Shanghai City Anti-Drug Regulations (Draft)." The "Draft Regulations" clarify that film and television dramas, cultural performances and advertisements produced by people who have been investigated and punished by public security organs for drug abuse for less than three years or who have not yet been given up drug addiction will be banned from entering the cultural market.In recent years, the drug-related phenomenon of celebrities has attracted much attention from the society. The "Shanghai City Anti-Drug Regulations (Draft)" submitted for the first instance already has relevant provisions on this. Some members suggested that the scope of "drug users" in these provisions should be further clarified to enhance the operability of relevant regulations. In this regard, the "Draft Regulations" restrict drug users involved in the original "shall not be invited to participate in the production of radio and television programs, or organize or participate in artistic performances" and "the films, TV dramas, radio and television programs and commercial advertising programs endorsed by them shall not be broadcast" to "those who have been investigated and punished by the public security organs for drug abuse for less than three years or who have not yet given up drug addiction as the main creators."
The "Draft" puts forward a series of requirements for the anti-drug management of postal and logistics delivery enterprises. Some members suggested that further study be conducted on operability. Relevant departments have suggested that relevant provisions be revised in accordance with the recent new requirements of the country's strict implementation of the real-name registration system for postal and logistics delivery companies.
