after the forum, Luo Shu just met with the Chief Secretary for Administration of the Hong Kong SAR Government, Ms Carrie Lam, and held in-depth discussions on further raising the level of cultural exchanges and cooperation between the mainland and Hong Kong. Under the joint witness of Minister Luo Shugang and Director Carrie Lam, Xie Jinying, Director of the Hong Kong, Macao and Taiwan Affairs Office of the Ministry of Culture, and Liu Jianghua, Secretary for Home Affairs of Hong Kong, signed the implementation Plan for Cultural Exchange and Cooperation between the mainland and the Hong Kong Special Administrative region from 2016 to 2018. Under the framework of the Agreement on closer Cultural Relations arrangement between the mainland and the Hong Kong Special Administrative region, the plan has made plans for regular consultations, personnel exchanges, brand projects and institutional cooperation between the mainland and Hong Kong in the cultural field in the next three years. it is an important measure for both sides to strengthen the institutional construction of cultural cooperation. it is understood that with the theme of "unlimited social support and unlimited cultural development", this forum invited heads of government cultural departments from Thailand, Laos, Singapore, Myanmar, Cambodia, South Korea, Japan and other countries to attend. Nearly 100 people, including the Hong Kong Home Affairs Bureau, the principal cultural officials of the LCSD and the heads of major art troupes in Hong Kong, also attended the forum. during his visit to Hong Kong, Luo Shugang also called on Zhang Xiaoming, Director of the Liaison Office of the Central Government in Hong Kong. strong > "civilian-run cultural institutions are gradually becoming an important force in cultural construction" / strong > this Asian Cultural Cooperation Forum 2015, with the theme of "Social support unbounded and cultural development unlimited", enables cultural ministers of Asian countries and regions to exchange views and share experiences on policies and measures to promote cultural development. Chinese Minister of Culture Luo Shugang said that private cultural institutions have sprung up in large numbers and have gradually become an important force in cultural construction. By the end of 2014, there were 982 non-state-owned museums and more than 8000 private performing groups in mainland China, with a total of 1.0317 million performances in 2014, accounting for more than 85% of the total number of performances in the mainland. Luo Shugang said in his speech that the participation of social forces in cultural construction is an important way to stimulate cultural creativity and promote cultural prosperity and development in the whole society. In mainland China, the social forces involved in cultural construction include state-owned enterprises, private enterprises, institutions, social organizations, non-profit organizations, community organizations, individual citizens and so on. They have participated actively and gradually become an important force in cultural construction, and the development trend is gratifying. Gao Shugang pointed out that judging from the development trend, state-owned cultural enterprises have released their vitality and the public service capacity of public welfare cultural institutions has been significantly improved. A large number of private cultural institutions have emerged. Cultural social organizations play a strong role. The organizational construction of cultural industry associations has been continuously accelerated, cultural voluntary service has been carried out vigorously, and the enthusiasm of social capital investment in the cultural industry is running high. Luo Shugang said: it can be said that the cultural construction pattern of government-led and social participation is gradually taking shape. In this process, the Chinese government attaches great importance to the participation of social forces in cultural construction, takes a series of measures and accumulates some good experience, including deepening the reform of state-owned cultural enterprises and institutions, improving support policies, creating a fair environment, providing quality services, creating a good atmosphere, and so on.
