The 2017 "China International Digital Entertainment Industry Conference" was held in Shanghai on July 26. Zhang Hongsen said that at present, my country's digital content industry is still continuing to grow and its social influence is constantly increasing. Zhang Hongsen emphasized that the digital content industry has rich cultural connotations and unique cultural adsorption capabilities, has a clear sense of orientation and strong ideological shaping capabilities, and is related to the knowledge acquisition, cultural guidance and value pursuit of the broad masses of the people, especially young people. The entire industry must correctly grasp the relationship between the two benefits, consciously put social benefits first, not be slaves to the market, and not allow economic benefits to collide with social moral defenses. We must adhere to the people-centered orientation of creation, publishing and broadcasting, meet and enrich the growing spiritual and cultural needs of the broad masses of the people, and effectively shoulder the social responsibilities that should be borne in the spirit of cultural responsibility.

He pointed out that insufficient innovation capabilities, low content quality, and scarcity of high-quality masterpieces are bottlenecks in the development of the digital content industry at this stage, and are also the key to restricting industrial development to a new level. Faced with new challenges, we must unremittingly learn and apply advanced technology, enhance independent innovation capabilities, and continuously improve the creative level and technical content of our works; we must firmly establish a sense of high-quality products, follow the path of high-quality products, and strive to create high-quality products with profound thoughts, wonderful creativity, and superb technology, well-made, and integration of ideological and artistic quality; It is necessary to carry forward the "craftsman spirit" of "sharpening a sword in ten years","be able to endure loneliness and stabilize your mind in the face of the tide of the market economy, not to waver for temporary benefits, and not to be impatient for temporary fame." Zhang Hongsen said that administrative departments of press, publication, radio and television at all levels must conscientiously perform their supervisory responsibilities, strive to transform functions, improve administrative efficiency, implement various reform requirements of the State Council for decentralization, regulation and service, and effectively create a good environment for the healthy and prosperous development of the digital content industry. The focus of the reform of administrative licensing matters is to scientifically set procedures, shorten review time limits, and improve approval efficiency; in terms of fulfilling regulatory responsibilities and purifying the market environment, we adhere to one standard online and offline, improve territorial supervision capabilities, and implement "double randomization, one disclosure", increase in-process and post-event supervision, and introduce a "blacklist" system in a timely manner. In terms of strengthening support and guidance and promoting industrial prosperity and development, we will implement the national online content construction project to guide the expansion of the market supply of national original masterpieces such as online games, online literature, and online audio-visual programs; improve and implement related policies such as online publishing and online audio-visual program services to promote the integrated development of media and achieve win-win industrial cooperation. At the same time, we must promote press, publishing, radio, film and television digital content companies and national original masterpieces to go global, promote international exchanges and cooperation, expand industrial development space, and enhance China's cultural influence and international competitiveness.
