Recently, the State Administration of Press, Publication, Radio, Film and Television issued a notice on the "Application and Review of 2015 Excellent TV Drama Script Support and Guidance Projects."

In 2015, the State Administration revised and formed the "Regulations for the Selection of Excellent TV Drama Script Support and Guidance Projects by the State Administration of Press, Publication, Radio, Film and Television (Revised Edition)"(see later), and continues to implement the collection and selection of excellent TV drama script support and guidance projects.

Regarding project application issues, the notice is as follows:

1. Application qualifications

(1) The participating projects should be works that have been filmed and produced for public record or have passed approval for major themes, and have not been approved for distribution as of the date of submission to the State Administration for final evaluation.

(2) The participating projects shall comply with the ideological and content requirements stipulated in the Articles of Association.

(3) The application entity for participating in the project shall be the application agency that publishes the filming and production of the work or approves the project of major themes.

(4) The participating projects should be works that have never received special funding for TV drama script support and guidance.

2. Working procedures

(1) The administrative departments of press, publication, radio, television and television of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as CCTV and the Art Bureau of the Propaganda Department of the General Political Department of the People's Liberation Army (hereinafter referred to as the "preliminary evaluation units") are responsible for the collection and preliminary evaluation of projects participating in the project in their respective regions and systems. Each preliminary evaluation unit shall formulate preliminary evaluation methods in accordance with the relevant provisions of the Articles of Association and in light of the actual conditions of the region and system.

(2) Each preliminary evaluation unit is responsible for reviewing the application materials, carefully selecting projects that meet the requirements and then reporting them to the State Administration for final evaluation. In principle, the number of final evaluation projects recommended by each preliminary evaluation unit to the State Administration shall not exceed one. Provinces, autonomous regions, and municipalities directly under the Central Government that produced more than 50 TV dramas in 2014 may recommend no more than 2 participating projects.

(3) The Beijing City Press, Publication, Radio, Film and Television Bureau is entrusted by the State Administration to be responsible for the collection and preliminary evaluation of projects applied by Chinese and direct serial production institutions other than CCTV and the military system. No more than 2 projects will be selected and submitted to the State Administration for final evaluation.

3. Submission requirements

After receiving this notice, the preliminary evaluation unit shall promptly organize the collection and preliminary evaluation of works in the region and system. The application materials submitted to the State Administration for final evaluation projects in quadruplicate and their electronic CD-ROM should be submitted to the State Administration through China Post EMS before August 20, 2015.

The application materials include: project application form (see attachment), work diversity outline, complete script of the work, and screenwriter's explanation (no less than 5000 words).

If the application is overdue or the application materials do not meet the requirements, the State Administration will not accept it.

2. Evaluation criteria

The entries must be guided by the core socialist values, sing the national spirit with patriotism as the core and the spirit of the times with reform and innovation as the core, and can play a role in leading fashion, educating the people, serving society, promoting development, soothing souls, and inspiring confidence. role.

The participating works must adhere to the principle of unifying ideological, artistic and ornamental nature, attach importance to artistic taste, encourage exploration and innovation based on inheriting my country's excellent traditional culture and learning from foreign excellent culture, and encourage the creation of excellent works with China spirit, China characteristics, China style and China style.

3. The review principle

focuses on supporting originality. With the goal of enhancing the original ability of TV drama scripts, we will focus on supporting original works with TV dramas as the first carrier.

Focus on supporting realistic themes. Vigorously support the creation of realistic themes, guide the creation direction of TV dramas, and improve the ideological connotation and artistic level of realistic TV dramas.

Focus on supporting public welfare themes. Reflect the public welfare orientation and support the creation of major revolutions and TV dramas on major historical, rural areas, ethnic minorities, children, excellent traditional culture and other themes.

Focus on cultivating young and middle-aged screenwriters. The script review is open to all TV drama writers in China, focusing on and supporting young and middle-aged screenwriters with potential and both moral and artistic qualities, and strives to cultivate an outstanding team of young and middle-aged screenwriters.

4. The General Administration of Organization

establishes an excellent TV drama script support and guidance project office (hereinafter referred to as the "Project Office") and a review committee (hereinafter referred to as the "Jury"). The project office is located in the Television Drama Department of the State Administration and is responsible for managing special funds, formulating review work plans and organizing the work of the jury.

The jury should be composed of the following persons: heads of relevant management departments of TV dramas; well-known screenwriters, directors, producers, etc.; relevant persons in charge of TV drama work of TV broadcasters; well-known experts and scholars in the film and television field, etc.

5. Review procedures

Support and guidance projects should go through procedures such as solicitation, application, preliminary evaluation, and final evaluation. The project outline to be selected will be publicized on the website of the State Administration for 7 days. Works that do not receive objections during the publicity period, or have objections but do not affect the review results after review by the jury, shall be determined by the State Administration as funded projects for the current year and announced to the public.

6. Project implementation and fund use

(1) Each preliminary evaluation unit and each central and direct funded institution is responsible for supervising the use of project funds in accordance with the requirements of these Articles of Association and relevant provisions on fund use, ensuring the effect of project implementation, and ensuring that financial funds maximize social benefits.

(2) Each preliminary evaluation unit and each funded institution in the central and direct series shall submit a project implementation report to the State Administration after the completion of each funded project.

(3) Relevant units may hold various forms of symposiums and seminars on selected projects to achieve the purpose of guiding the creation and production of TV dramas and improving the overall quality of domestic TV dramas.

VII. Review Discipline and Accountability Personnel

participating in the review work should abide by the principle of avoidance and take the initiative to declare when encountering situations that should be avoided during the review.

In order to put an end to violations of discipline and law such as bribery and bribery, and unhealthy trends such as asking for favors, members of the jury are not allowed to accept gifts and gifts from participants and participating institutions, are not allowed to attend banquets of participants and participating institutions, and are not allowed to engage in anything that may affect the review results. If a funded project is found to be involved in illegal activities such as graft, fraud, plagiarism and infringement, the State Administration has the right to cancel the qualification of the selected project and recover the funded funds.
