Starting from January 1, 2015, all newly broadcast overseas film and television dramas dedicated to information networks must be in accordance with the "Notice of the State Administration of Press, Publication, Radio, Film and Television on Further Implementing the Relevant Provisions on the Management of Online Overseas Film and Television Dramas"(New Radio and Television Development [2014] No. 204), and can be broadcast online only after approval in accordance with relevant introduction procedures.

Among them, for overseas TV dramas that have been contracted and introduced before December 31, 2014 and have been broadcast online, but some dramas have not been broadcast before the end of 2014, if the website continues to broadcast the remaining dramas after January 1, 2015, these dramas must be included in the 2015 overseas drama introduction plan of each website, and the remaining dramas occupy the indicators of the 2015 overseas drama introduction plan.

From now on, your bureau is requested to organize Internet audio-visual program service units within its jurisdiction to log in to the unified registration platform to carry out online application and registration of information related to overseas films and television dramas. The relevant matters are hereby notified as follows:

1. Organize Internet audio-visual program service units with qualifications for broadcasting films and television dramas to apply for the 2015 overseas film and television dramas introduction plan in accordance with the "Application Measures for the Introduction of Overseas Film and Television Dramas Specially Used in Information Networks". Each unit must log in to the unified registration platform and fill in the following information online:

(1) Fill in the title, theme, origin, duration (episode number), main creators, content summary and other information of the overseas film and television dramas to be introduced on the website in 2015;

(2) Fill in the title, theme, duration (episode number), launch date, broadcast website and other information of the domestic film and television dramas that have been purchased on the website and newly broadcast in 2014, and upload a scanned copy of the purchase contract.

After each unit completes the filling in, it will print out the automatically generated "Online Overseas Film and Television Dramas Introduction Plan Application Form" and "Information Summary Form for Purchasing and Broadcasting Domestic Film and Television Dramas" online, and affix the official seal of the unit (there is no need to submit paper domestic film and television dramas purchase contract), and submit it to the local provincial press, publication, radio, television and television bureau (the application materials on the websites of the units directly under the central government are directly submitted to the Network Department of the State Administration of Press, Publication, Radio, Film and Television). The deadline for all Internet audio-visual program service units to fill in and submit application materials online is February 10, 2015.

2. After receiving the website application materials, the provincial bureaus conduct a preliminary review of their annual introduction plans in accordance with the requirements of the "Application Measures for the Introduction of Overseas Films and Television Dramas Specially Used in Information Networks" and fill in the preliminary review opinions online. The main contents of the preliminary review include:

(1) Whether the overseas film and television dramas applied for introduction by the website meet the management requirements in terms of themes and content;

(2) Whether the purchase and broadcast information of domestic film and television dramas filled in by the website is true;

(3) Whether the number of overseas film and television dramas applied for introduction by the website is within 30% of the number of domestic film and television dramas purchased and broadcast (based on episodes, calculated in 45 minutes for each episode).

After the preliminary approval of the provincial bureaus is completed, the automatically generated "Online Overseas Film and Television Dramas Introduction Plan Application Form" and "Information Summary Form for Purchasing and Broadcasting Domestic Film and Television Dramas" will be printed online for each unit, stamped with the official seal, and submitted to the Network Department of the State Administration before March 10, 2015.

3. Organize Internet audio-visual program service units with qualifications for broadcasting film and television dramas to register online overseas film and television dramas broadcast online by their units in accordance with the requirements of the "Online Overseas Film and Television Drama Information Registration Management Measures". The registration deadline is March 2015. On the 31st, no acceptance will be accepted after the deadline. The registration scope of overseas film and television dramas being broadcast is: overseas film and television dramas that have been contracted and introduced by each unit before December 31, 2014 and have been broadcast online.

Each unit needs to log in to the unified registration platform, fill in the title, origin, duration (episode number), copyright start and end dates, content summary and other information of the drama being broadcast online for each drama, and upload a scan of the introduction contract, copyright certificate, and content review opinions of the unit.
