Shen Rui said that in the field of webcast, the mainstream is still good, and there is still a lot of positive content. At the same time, webcast provides a platform for the public to show themselves, or even a platform for making stars. The reason why the public has a bad impression of webcast has something to do with a small number of companies trying to attract attention through vulgar and pornographic content in order to earn traffic and then reap investment or financing. Through this way of hype, the problems existing in webcasting have been magnified.

Shen Rui said that at present, there is no clear legal provision for the distinction of responsibility. In the process of law enforcement, the Beijing Cultural Law Enforcement team has three judgment criteria. The first look at the duration of obscene video, if the live broadcast of pornographic video lasts more than 3 minutes, it belongs to the poor supervision of the platform. Second, if the obscene content lasts for a short time, but appears for several days in a row, it is the responsibility of the platform not to find it. Third, if the question content of the live broadcast is announced in advance, or there is hype afterwards, and the platform does not do the sealing and other timely processing, audit the sealing, this is also the responsibility of the platform.

Shen Rui said that at present, there are penalties such as warnings and fines for illegal online platforms, and serious circumstances require enterprises to suspend business for rectification, revoke relevant licenses, and for enterprises involved in the spread of pornography, serious circumstances can shut down the website, and investigate the administrative and criminal responsibility of the website organizer.

For those anchors who are blacklisted, all webcast companies in Beijing are not allowed to continue to employ, nor are they allowed to provide live space for those who are blacklisted.
Shen Rui said that at present, work is in progress, and the first blacklist will be released a month later. If the webcast enterprises that have signed the Convention refuse to implement the Convention, the Beijing Municipal Cultural Law Enforcement Corps will bring these enterprises into the scope of key supervision and will be dealt with seriously and strictly in the event of violations of laws and regulations.

Shen Rui said that at present, the systems and mechanisms of many live broadcast enterprises in Beijing are not perfect. "many live broadcast enterprises are not large in scale, and some live broadcast platforms have only a few dozen staff." Shen Rui concluded that because the platform is relatively small, there is no strong capital, and there is not enough technical strength to invest in content regulation, which is an important reason for all kinds of problems in some live streaming platforms.
Shen Rui said that the core supervision of webcast companies is done by manpower, which cannot be done through machines, and the lack of manpower will lead to a lack of supervision.

Shen Rui said that for enterprises, these two measures are not only for self-discipline, but also conducive to self-protection. "once there is a problematic live broadcast platform, you can quickly determine which live broadcast platform the problematic video is coming from."

What's strange is why anchors quickly become Internet celebrities." That is, a small number of enterprises are carrying out hype for the purpose of attracting investment.

Shen Rui said that investors choose enterprises to invest, mainly depending on the number of users of the live broadcast platform, the number of monthly active users and the number of daily active users. "in fact, investors examine these contents of enterprises. The platform is easiest to achieve these goals by spreading live videos of pornography and other content."
Shen Rui pointed out that the current situation is that the country does not have a law to restrict such problems. The development of the webcast industry can no longer be managed and restricted by a single department. "the problem now is that some relevant management units can manage webcast enterprises, but not all of them."
Shen Rui concluded that webcast enterprises happen to be in the middle of the supervision of various government departments, which is the core issue of management now.
