While prospering and developing my country's film industry, in order to encourage more and more China films to go global, guide film producers to produce more Excellent domestic films have achieved good results in overseas markets. According to the "Measures for the Management of the Collection and Use of Special Funds for the Development of the National Film Industry"(Cai Shui [2015] No. 91) and "Measures for the Budget Management of Special Funds for the Development of the National Film Industry at the Central Level"(Caijiao [2016] No. 4) stipulates that after research and determination by the National Film Industry Development Special Fund Management Committee (hereinafter referred to as the "National Management Committee"): If the box office revenue of outstanding domestic films in the overseas film market is converted into RMB to reach or exceed 1 million yuan, rewards will be given to Chinese producers or Chinese units authorized by Chinese producers to act for overseas business (hereinafter referred to as "Chinese units"). The reward methods are as follows:

1. The scope of the reward

The Film Bureau of the State Administration of Press, Publication, Radio, Film and Television will take the lead to review whether the award-winning films meet the requirements of this notice.

2. Reward amount

The maximum reward amount shall not exceed 1% of the box office revenue of the film in overseas film markets. (Box office revenue refers to the actual box office revenue and copyright sales revenue of films screened in cinemas. The income from television, online broadcasts and audio-visual products can be converted into box office revenue of movies by multiplying 3.)

3. Statistical Time

The statistical time for box office revenue in the overseas film market is from January 1 to December 31 each year. Films that have received this award in the same region during this period will in principle not be awarded twice by different applicant units.

4. Application procedures for awards and materials required to be provided

by Chinese producers (For films produced by multiple producers, a Chinese producer registered in the mainland of China must be designated, and authorization letters from other producers must be attached to apply for authorization and receive award funds on their behalf. See the sample.) Submit a written application to the National Administrative Committee; the producer shall be subject to the film release license information; when applying, valid and verifiable evidence of box office revenue in the overseas film market (audit report of the accounting firm, certificate of capital income, contract, etc.); a copy of the industrial and commercial business license; a copy of the film release license and bank account information.

5. Based on the budget of the project for that year, the Office of the National Administrative Committee shall submit the application materials for approval in accordance with the prescribed procedures after passing the preliminary review, and allocate incentive funds to the producer after approval.

6. The Chinese producer is responsible for the authenticity and accuracy of the application content and the materials provided; if it provides false materials and defrauds the award funds, the National Management Committee will cancel its qualification to apply again and will hold the Chinese producer accountable.

7. This notice shall be interpreted by the National Administrative Committee.
