Attachment: Notice of the Film Bureau of the State Administration of Press, Publication, Radio, Film and Television on Severely Combating Infringement and Illegal Acts such as Video Piracy in Cinema
, Press, Publication, Radio, Film and Television Bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government, various movie theater line companies, China Film Producers Association, China Film Distribution and Screening Association:
In recent years, driven by the country's policy of vigorously developing cultural industries and with the joint efforts of all filmmakers, the Chinese film market has maintained rapid growth year after year. The quantity, quality, theater construction, movie-goers, box office and reputation of domestic films all showed a good trend.
Against the background of the vigorous development of China's film industry, it is urgent to further standardize the order of the film market. Recently, the infringement and illegal activities of films being stolen in theaters as soon as they were released and illegally distributed through the Internet have intensified, seriously affecting the virtuous cycle of investment return that China films are establishing, damaging investors 'confidence and enthusiasm for investment in China film market, and hurting the creative enthusiasm of creators. In the long run, it will seriously affect the overall interests of China film industry and hinder the healthy and sustainable development of the film industry.
In order to standardize the order of the film market and severely crack down on infringing and illegal activities such as pirated recording in theaters, the relevant matters are now reiterated as follows:
1. Strengthen and improve film technology detection methods, and use digital movie watermarking technology to track pirated theaters and pirated recording time. For cinemas that are found to have pirated recording, the issuing agency of the "Film Screening Business License" will suspend or revoke the license based on the seriousness of the case. Provincial film authorities must notify the theater throughout the province.
2. Piracy of videos and illegal dissemination of pirated programs are serious crimes that violate the Criminal Law and the Copyright Law. Encourage and support film copyright owners to pursue the legal responsibilities of pirated recordings and those who illegally disseminate pirated programs in accordance with the law.
3. Each theater company should further strengthen its awareness of copyright protection and strengthen the standardized management of its cinemas; each theater should strengthen vocational education and training for employees and improve employees 'legal awareness. When cinemas discover video theft at work, they must stop it in time. Serious cases should be reported in a timely manner.
