Compared with the "Measures for the Management of Special Funds for the Development of the National Film Industry" that came into effect on July 1, 2006, the revised version contains many contents that keep pace with the times: 10 years ago, China's film industry was sluggish, and almost all cinemas below the county were diverted. Therefore, at that time, the target of collecting special funds for films was only "collecting box office revenue from cinemas in cities above the county level at a rate of 5%." The Ministry of Finance and the State Administration of Press, Publication, Radio, Film and Television recently released that this year will be held in 1...

with the booming film market in China, the policy of returning 40% of the national film special funds used to support the development of the film industry for nearly 10 years will be changed from October 1 this year.

the measures for the Administration of the Collection and use of National Special funds for Film Development, recently issued by the Ministry of Finance and the State Administration of Press, publication, Radio, Film and Television, which will take effect on October 1 this year, stipulates that "film special funds shall be paid into the central and provincial treasuries respectively according to 4:6," that is, the proportion of returning local governments will be increased to 60%. According to the estimated size of 40 billion films at the national box office this year, the new policy will involve the allocation and use of at least 2 billion yuan.

compared with the measures for the Administration of Special funds for the Development of the National Film Industry implemented on July 1, 2006, the revised edition contains a lot of contents that keep pace with the times:

in 2005, China's annual film box office was only 2 billion yuan. As of September this year, the national film box office has exceeded 30 billion yuan, and is expected to break through the 40 billion yuan mark for the whole year. As a result, although it is still levied at 5 per cent of the film's box office revenue, the total amount of film earmarked funds has increased from more than 100m in 2006 to 2 billion. As a result, the use and regulation of funds become more important. Compared with the 2006 edition, the revised edition places more emphasis on the use of special film funds to reward the production, distribution and projection of outstanding domestic films. at the same time, the scope of application will be extended to the construction and development of key production bases and funding for cultural characteristics, artistic and innovative film distribution and projection, so as to change the previous situation of taking care of cinemas. More importantly, Article 20 of the revised edition stipulates for the first time that "the offices of the national and provincial administrative committees shall announce the expenditure of special funds for films to the public every year and be subject to social supervision."

as for the distribution plan of film special funds, the 2006 edition stipulates that "the National Administrative Commission shall return 40% of the amount handed over to the provinces on a quarterly basis, which shall be arranged for use by the provincial administrative committees", while the revised version will be changed to "turn over the film special funds to the central and provincial treasuries according to the proportion of 4:6." This shows that the proportion of places returned has increased by 20%. According to this, industry insiders believe that this will broaden the source of funds for supporting the development of the film industry.

as the actual operating situation of domestic cinemas is not as optimistic as expected, the operating burden caused by various costs should not be underestimated, and nearly half of the box office revenue needs to be handed over to the film side. When the operating pressure of the cinema reaches a certain degree, it may lead to a dispute between the cinema and the film side.

"due to the need to go through a period of market development, even if the cinema is in a better geographical location, the rent is relatively low, and can guarantee a certain number of passengers, it will take about two years of development at the earliest to recover the cost," says Ren Hui, manager of Anzhen store at UME Studios. In view of the actual situation of the market, even if the cinema loses a little, it is very likely that it will go bankrupt.

"if cinemas are allowed to sell more box office revenue and bear more costs, after the pressure reaches a certain degree, it will once again trigger a dispute between the cinema line and the film side over the sharing of the box office." Liu Jianfeng said.
