according to the relevant responsible person of the General Administration, radio and television hosts and guests bear the important responsibility of adhering to the correct orientation, spreading advanced culture, and leading the trend of civilization. Over the years, the General Administration has issued a series of documents on the management of radio and television hosts and guests, which have put forward clear requirements, but there are still irregularities such as hosts taking up posts without certificates and failing to register in accordance with the regulations, and individual hosts and guests have improper words and deeds, resulting in adverse social effects. In order to ensure the correct orientation and healthy content of radio and television, a "notice" was issued on further strengthening the management of radio and television hosts and guests.

it is reported that the "notice" includes six aspects: first, strictly implement the regulations governing the appointment of the host. All radio and television institutions shall, in accordance with the interim provisions on the Administration of the qualifications of Radio and Television Editors, journalists and broadcasters (SARFT decree No. 26), strengthen the management of the qualifications of hosts, and strictly implement the system of license and practice registration of hosts. Persons who do not have a practice qualification certificate (PRC broadcaster host certificate) and those who fail to practice registration in accordance with the regulations shall not be used as hosts. Persons who have not obtained the practice qualification for the time being shall engage in auxiliary hosting work under the guidance of those who hold the practice certificate and have completed the practice registration, but no auxiliary hosting posts shall be established or established in disguised form in news, commentary and interview programs. Personnel engaged in auxiliary hosting shall sign labor contracts with radio and television institutions in accordance with the law, abide by the rules and regulations and labor discipline formulated by radio and television institutions according to law, and obey the management and education of radio and television institutions. Radio and television programs should clearly define the division of labor between the host and the guest, and the host should undertake the functions of series, guidance and control of the program, and shall not set up a "guest host", and the guest shall not exercise the host function.

All radio and television organizations should strictly abide by the relevant requirements of the measures for the Management of Job behavior Information of journalists (Xinguang departure [2014] No. 75), and earnestly strengthen the information management of the job behavior of hosts. The information management of the duty behavior of the staff engaged in auxiliary hosting shall be carried out with reference to the measures. The administrative departments of press, publication, radio and television at all levels should earnestly assume the responsibility of supervision.

Before broadcasting radio and television programs produced by themselves, purchased from social institutions, or jointly produced with social institutions, each broadcaster shall examine the license and registration of the host, verify the identity information of the guests, and comprehensively consider the professional quality and social image of the host and guests to determine whether they are suitable for voice appearance. It is necessary to carefully examine and check the words and deeds of the host and guests in the program, and those with problems are not allowed to broadcast. In order to fully implement the program pre-broadcast review procedure, the link must not be skipped at will, and the rebroadcast must be retried.

the fourth is to strengthen the education and training of hosts and guests. All radio and television organizations should strengthen the education of the host on Marxist journalism and literature and art, guide the host to actively participate in the practical activities of "taking root in life and taking root in the people," and promote the institutionalization and normalization of the host at the grass-roots level. constantly improve the host's political and professional literacy. It is necessary to do a good job in on-the-job training for guests, guide them to improve their ideological awareness, define their own position, and consciously abide by the relevant regulations on radio and television publicity and management. Systematic training should be carried out for guests who participate in more and relatively fixed periods of quarterly programs.

the fifth is to clarify the subject of responsibility and ensure that it is put in place. All broadcasting institutions bear the main responsibility in the use and management of hosts and guests; the administrative departments of press, publication, radio and television at all levels should strengthen their supervision over the work of hosting hosts with certificates and professional registration, change registration, and cancellation of professional qualifications; professional organizations, such as radio and television program associations at all levels and host committees of broadcasters at all levels, should strengthen professional ethics education and promote the formation of a good industry atmosphere.

sixth, do a good job in the qualification inventory of hosts and the construction of the management system of hosts and guests. This Circular shall be formally implemented as of July 1, 2015. From now on, all radio and television organizations shall, in accordance with the requirements of the notice, make a comprehensive understanding of the registration of licensed presiding staff, registration of professional qualifications, change of registration and cancellation of professional qualifications of outgoing hosts, and take corresponding measures in accordance with the relevant provisions, we will step up efforts to study and formulate measures for the use of hosts and guests of their own units, measures for the management of job behavior information, detailed rules for pre-broadcast review and education and training programs. The administrative departments of press, publication, radio and television at the provincial level shall promptly convey this circular to the radio and television institutions within their jurisdiction, guide and urge all radio and television stations to take up posts with certificates, register for professional qualifications, change registration and cancel the professional qualifications of outgoing hosts.
