During the national special governance work on the film market, some films and some cinemas experienced false displays and water injection at a certain time point, which seriously interfered with the booming China film industry and undermined market order. The Film Bureau maintains a high degree of attention and is conducting a serious investigation into the relevant situation.

The reporter learned from the Film Bureau of the State Administration of Press, Publication, Radio, Film and Television that recently, during the special governance work of the film market nationwide, some films and some cinemas experienced false displays and water injection at a certain time point, which seriously interfered with the booming China film industry and disrupted market order. The Film Bureau remains highly concerned about this and is conducting a serious investigation into the relevant situation.

The Film Administration reiterated that

in order to maintain the order of the film market and create a fair competitive market environment, the National Film Ticketing Comprehensive Information System and each ticketing platform will not count or recognize box office obtained through illegal means, and box office data that has been included in the platform will be excluded;

the producers, distributors, ticketing parties, cinemas and cinemas participating in the act will be ordered to immediately stop unfair marketing activities, and will be dealt with in accordance with laws and regulations depending on the seriousness of the case; At the

same time, institutions that cause serious adverse consequences will be re-approved for admission.

At present, China's film industry has entered a period of rapid and good development. In order to ensure the healthy and sustainable development of the film industry and prevent individual market chaos from damaging the overall reputation of the film industry, on January 12, the Film Bureau held the "National Film Market Management Work Conference" to make special arrangements for the recent work of regulating the film market. It is emphasized that film companies must adhere to operating in accordance with laws and regulations, compete in a fair manner, and seek development.

As the film administrative department, the Film Administration encourages innovation, but any form of innovation must be carried out on the premise of strictly enforcing laws and regulations. It is never allowed to disrupt the market or disrupt market order in the name of "innovation"; let alone use films as tools and means to obtain other undue special benefits. The film industry must cherish the hard-won development situation, always adhere to content as king, serve the audience, compete fairly and orderly, and ensure the healthy, stable and sustainable development of the film industry.

are divided into three stages. The first phase lasts from January 20 to March 20. The main content is for various theaters, cinemas, e-commerce, and software vendors to carefully compare various rules and regulations and conduct self-inspection.

1. The main content of the self-inspection of cinemas and cinemas:

whether a ticket management system that meets the standards is used.

Whether you use more than two (inclusive) ticketing systems.

Whether it uses a ticketing system that meets the requirements of Specification 13; whether U-KEY is used correctly.

Whether you use fake ticketing systems or other ticketing software or print templates.

Whether the movie tickets sold by the theater match the actual movie shown.

Whether the movie tickets sold by theaters (including movie tickets printed by various ticket collection machines) comply with various regulations, and whether the information is complete and clear.

Whether the face price is consistent with the actual amount paid by the audience, and whether there is a situation of "high income and low income".

Whether other products are bundled and tied; whether ticket payments are withheld without explicit tying membership cards.

Whether the theater's filming and ticketing management systems are consistent with the actual screening records of the theater.

Whether to use film re-screening to collect or withhold ticket money.

Whether box office data is truthfully reported to national platforms in accordance with regulations.

Whether the hardware equipment and network environment used in the ticketing management system meet the technical indicators.

Whether there are cases where the "Order" function is used to issue tickets and allow viewers to enter the venue with "Order" tickets; whether there are cases where manual tickets are used; and whether the box office of group tickets or event special events is entered into the system as required.

Whether manual reporting is used to replace the automatic reporting function of the system without authorization.

2. The main content of the e-commerce self-inspection:

whether only movie tickets for films that have obtained the "Film Release License" are pre-sold.

Whether the settled ticket price of the movie for the promotion activities can be no lower than the agreed ticket price stipulated in the distribution and screening contract.

Whether the electronic ticket is confirmed to be printed and issued through the cinema computer ticketing system that has been registered and admitted.

Whether the preferential price of the promotion, the total number of tickets for the promotion, and the preferential time period are clearly stated.

Whether the price of the movie ticket and service fee is clearly marked on the ticket face of the movie ticket sold.

3. The main content of the software vendor's self-examination:

whether there is any act of selling additional ticketing systems to theaters.

Whether you have participated in helping theaters modify ticketing system software and insert illegal programs.

Whether theaters have been provided with a complete set of software system configurations with complete functions to eliminate the need to rely on the cooperation of software vendors to conduct random inspections during acceptance and random inspections?

Whether it has been possible to complete the coding and reporting of seat information for each movie hall in a timely manner in accordance with the requirements of 13 Specifications.

The second phase began in March, and provincial radio and television departments conducted in-depth inspections of local, city and county cinemas.

The inspection content includes using MD5 code technology to check whether any changes have been made to the cinema ticketing system; whether the cinema uses a ticketing system that meets the requirements of the specification to sell tickets; the uniqueness of the cinema ticketing software; whether box office statistics are accurate and connected to the dedicated platform without omissions; Whether the movie ticket is printed with QR codes, whether the QR codes can be printed correctly as required, and whether it can be verified; the quality of the cinema screening; whether the cinema has hung public signs, etc.

The third phase began in April, and the Film Administration and China Film Distribution and Screening Association organized forces to conduct key inspections nationwide. After that, there will be irregular spot checks.

Focus on conducting inspections on provinces and regions that have had many problems over the years or have seriously mismatched box office revenue with their economic aggregate.
