He suggested increasing the proportion of subsidies for high-quality films through special funds for film development, strengthening departmental coordination, and increasing the scheduling of such films in theaters. Chen Jianguo said that the Fifth Plenary Session of the 18th CPC Central Committee clearly proposed to achieve "significant improvement in the quality of the people and the level of social civilization" and "promote the coordinated development of material civilization and spiritual civilization." In the process of improving the quality of citizens and promoting the development of spiritual civilization, the film industry should and be able to play a positive role. In recent years, my country's film industry has developed rapidly. The box office of movies has soared from 1 billion yuan in 2003 to as much as 44 billion yuan last year, of which domestic films account for more than 60%. There is no doubt that China will become the world's largest box office country, and the development of the film industry can be described as gratifying.

Although the commercial attributes of movies determine that box office is the most important evaluation indicator, movies are different from ordinary commodities. They not only provide people with entertainment, leisure and spiritual and cultural consumption, but also carry important functions such as spreading values and leading aesthetic orientation. On the one hand, filmmakers are encouraged and supported to follow the rules of the market and create more high-quality films with profound thoughts, superb art, and well-produced works; on the other hand, film practitioners must adapt to changes in the audience's aesthetic tastes, appreciation habits and acceptance methods, and The themes of integrity, loyalty, and justice in China's excellent traditional culture are expressed in a combination of artistry, entertainment and popularization that the audience is most willing to accept.

To this end, Chen Jianguo suggested:

First, pursue the unity of high box office and high quality. The market challenges faced by mainstream films are much more severe than commercial films. They require more meticulous carving, more famous artists to participate, more large-scale publicity, and higher costs. Therefore, the support of relevant departments is particularly critical. It is recommended to increase the proportion of subsidies for such films through special funds for film development, strengthen departmental coordination, and increase the scheduling of such films in theaters; strengthen the organization and guidance of film reviews in various media, especially new media, and encourage government agencies, units and Schools organize centralized viewing.

3. Vigorously cultivate internationally renowned China film festivals. The film industry is a cultural industry with a high degree of marketization and openness, and the film festival is a concentrated presentation of the comprehensive effects of the film industry. China films shoulder the important task of spreading China culture and telling China stories well. It is recommended that the state introduce relevant policies to encourage the introduction of internationally renowned film festivals to be held in China, provide a platform for in-depth exchanges between Chinese filmmakers and international filmmakers, promote the improvement of the artistic level of my country's film, deepen the international film industry's in-depth understanding of China culture, and provide opportunities for China films to go international in batches. On this basis, we will gradually cultivate and build an internationally renowned China Film Festival, expand the voice of China films in the world, better publicize China's stories, spread China's voice, interpret China's spirit, and show China's style, and make greater contributions to the prosperity and development of socialist literature and art.
