The reporter learned from the Office of the Leading Group for the Supervision and Management of State-owned Assets of the Central Cultural Enterprise that in order to make the allocation of special funds more scientific, reasonable and standardized, this year's focus has been made in three aspects.

The first is to continue to optimize capital investment. In accordance with the relevant requirements of the Party Central Committee and the State Council, the 5 billion yuan allocated this year will focus on supporting the integrated development of traditional media and emerging media, the integration of cultural creativity and design services with related industries, promoting the development of the film and television industry, promoting the development of foreign cultural trade, and consolidating cultural finance. Support key areas such as supporting plans, supporting the development of characteristic cultural industries, and supporting the development of physical bookstores, so as to both coordinate the overall situation and highlight key points.

The second is to actively innovate management models. This year, a fund allocation standard system based on project expert review scores was established, and a factor allocation method was fully introduced in local transfer payments, exploring the form of overall distribution of some performance reward projects, so that the allocation process is well-documented and law-abiding.

The third is to fully introduce a third-party supervision mechanism. This year, for the first time, the Budget Review Center of the Ministry of Finance was introduced to participate in the compliance review process; for the first time, a pre-review process for special funds was set up. The ombudsman offices of the Ministry of Finance stationed in various places would give full play to their local and nearby advantages to independently provide review opinions to the reporting units, and pass multiple strict control of the links has further improved the quality of special fund application.

Data from the Ministry of Finance show that as of now, a total of 24.2 billion yuan has been allocated in special funds for the development of the cultural industry, supporting more than 4100 projects, which has effectively supported the reform of the cultural system and the development of the cultural industry, and has played an important role in promoting structural adjustment in the national cultural field and rationally allocating cultural resources., optimizing the overall layout of industrial development.
