For example, it is necessary to study and establish an industry ban system to prohibit entertainers who have committed bad behaviors, especially those who have committed illegal and criminal acts, from engaging in film and television filming for a certain period of time; those who have repeatedly committed crimes will be prohibited from engaging in film and television filming for life. Especially for some "main theme" films, they must be resolutely prohibited from participating in them to ensure the seriousness of the film and its positive social impact. The director and producer of the film must also earnestly shoulder the responsibility of maintaining social customs. The selection of actors cannot only be based on the so-called fame, but also on what fame it is and how it comes from. Social benefits must be put first.

In this regard, Commissioner Liu Zhengkui also mentioned that some movie stars and entertainers now violate social morality or even break the law, causing a negative orientation to the audience, especially young people. Restrictions should be imposed on these people's participation in the film industry and the distribution of films they participate in. It is recommended to add this content to the Film Industry Promotion Law.
