If the circumstances are serious, they shall be punished in accordance with the provisions of Article 47 of the regulations on the Administration of Radio and Television. 2. If the content of a program broadcast by a network radio and television content service unit violates the provisions of these measures, the administrative department of press, publication, radio and television at or above the county level shall warn and order it to correct, and may concurrently impose a fine of not more than 30,000 yuan; if the circumstances are serious, it shall be punished in accordance with the provisions of Article 49 of the regulations on Administration of Radio and Television. if the source of a program broadcast by a network radio and television content service unit violates the provisions of these measures, the administrative department of press, publication, radio and television at or above the county level shall warn and order it to correct, and may concurrently impose a fine of not more than 20,000 yuan; if the circumstances are serious, it shall be punished in accordance with the provisions of Article 50 of the regulations on Administration of Radio and Television. 3. Whoever fails to engage in network radio and television services in accordance with the matters specified in the license shall be warned and ordered by the administrative department of press, publication, radio and television at or above the county level to make corrections, and may concurrently impose a fine of not more than 20,000 yuan; if the circumstances are serious, he shall be punished in accordance with Article 50 of the regulations on Administration of Radio and Television. 4. Whoever violates the provisions of these measures and commits any of the following acts shall be warned and ordered to make corrections by the administrative department of press, publication, radio and television at or above the county level, and may also be fined not more than 20,000 yuan; if the circumstances are serious, he shall be punished in accordance with Article 51 of the regulations on Administration of Radio and Television. (1) where the network radio and television content service unit chooses a unit that does not obtain the network radio and television integrated broadcast control license to provide integrated broadcast control services or provides them directly to users without the unified integration of the legally established integrated broadcast control platform. (2) the network radio and television integrated broadcast control service unit refuses the program signal access request of the network radio and television content service unit, or inserts, intercepts or changes the program signal broadcast by the network radio and television content service unit without authorization. (3) the network radio and television transmission and distribution service unit violates the national regulations on the safe transmission of radio and television, or arbitrarily interrupts, intercepts or changes the radio and television program signals and electronic program guide (EPG), client, billing, copyright and other control signals issued by the network radio and television integrated broadcast control platform. (4) Network radio and television integrated broadcast and control service units fail to perform license inspection obligations before providing access services for network radio and television content service units; (5) Network radio and television service units fail to implement standard docking in accordance with radio, film and television administration regulations and relevant standards, or fail to provide necessary technical support and service guarantee. (6) the network radio and television transmission and distribution service unit fails to check the license of the network radio and television integrated broadcast and control service unit before providing transmission and distribution services for the integrated broadcast and control platform. 5. Any network radio and television service unit that commits any of the following acts shall be warned and ordered to correct by the administrative department of press, publication, radio and television at or above the county level, and may concurrently impose a fine of not more than 30,000 yuan. At the same time, it may warn its main investors and operators and impose a fine of not more than 20,000 yuan: (1) changing shareholders, equity structure, major financing activities such as listing or major asset changes without going through the formalities of examination and approval in advance. (2) changing the business category, service content, transmission network, coverage and other business items specified in the license, or conducting business in joint venture or cooperative mode without going through the formalities of examination and approval in advance (3) failing to establish and improve the management systems of safe broadcast control, program review, safe broadcasting and secure transmission in accordance with the requirements of these measures, and not equipped with professional security management and program censors (4) the network radio and television content service unit and the integrated broadcast control service unit do not mark the broadcast logo, name and license number prominently on the broadcasting interface. (5) the network radio and television content service unit finds that the program that violates these measures does not delete or retain the program broadcast information in time, or fails to actively cooperate with the competent department to inquire and fulfill the reporting obligation. (6) when the network radio and television service unit discovers that the program accessed to the integrated broadcast control platform contains content that violates these measures, it fails to cut off the program source in time or fails to report to the administrative department of press, publication, radio and television. (7) the technical systems and terminal products used for network radio and television services do not meet the relevant standards and requirements of radio, film and television; (8) failing to provide necessary signal access conditions to the network radio and television program monitoring system established by the administrative department of press, publication, radio and television. (IX) the network radio and television service unit has committed illegal acts three times in the same year; (10) refusing, obstructing or delaying the supervision and inspection carried out by the administrative department of press, publication, radio and television according to law or practicing fraud in the process of supervision and inspection 6.
