In order to thoroughly implement the" Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening and Improving the Ideological and Moral Construction of Minors"(Zhongfa [2004] No. 8),"Several Opinions of the State Council on Promoting the Development of my Country's Animation Industry"(Guo Ban Fa [2006] No. 32), to encourage and support the creation, production and broadcasting of domestic children's radio and television programs and domestic original cartoons, the State Administration of Press, Publication, Radio, Film and Television decided to accept applications for the 2015 special fund for the development of children's high-quality products and the special fund for the development of domestic animation (referred to as special fund) starting from January 1, 2016.

After receiving this notice, each provincial administrative department of press, publication, radio, film and television should immediately convey the spirit of the notice to the radio stations, television stations, animation production institutions, and animation teaching and research institutions under its jurisdiction, and strictly follow the "Special Fund for the Development of Children's Programs and Special Fund for the Development of Domestic Animations". The requirements of the Fund Project Review and Support Measures shall be carried out in the application organization and preliminary review of participating projects in their respective jurisdictions. The number of projects participating in the final evaluation in each province is: 5 children's radio columns and TV columns per province, and 3 college animated short films per college; there is no limit to the number of channels, TV cartoons, animated films, and animation creative talents to apply.

All provincial administrative departments of press, publication, radio, film and television are requested to send the list of all participating projects and participating materials to the Literature and Art Department of the Propaganda Department of the State Administration of Press, Publication, Radio, Film and Television (Address: No. 2 Fuxingmenwai Street, Beijing, Postal Code: 100866) before February 1, 2016.
