Cai Fuchao, director of the State Administration of Press, Publication, Radio, Film and Television, said in an explanation of the draft Film Industry Promotion Law that the draft encourages enterprises and other organizations to engage in film production activities and cancels film production licenses (single piece); simplifies script review and cancels script review for general themes; Lower the entry threshold for relevant film activities, and remove film production approval, special theme film script approval, etc.

The draft Film Industry Promotion Law stipulates that cinemas are not allowed to show advertisements after the start of the film showing time clearly indicated to the audience and before the end of the film screening. Cinema should install a computer ticketing system that meets national standards and truthfully count sales revenue. Those who fail to make accurate statistics will be fined not less than 50,000 yuan but not more than 500,000 yuan. If the circumstances are particularly serious, the license will be revoked.
